1. To promote and to protect the welfare and rights of California’s residents and taxpayers through the encouragement of sound fiscal policies, practices and business methods by California’s public entities.
2. To ensure for the benefit of California’s residents and taxpayers that all public entities and private persons or entities who interact with public entities fully comply with all statutes, regulations and/or public policies applicable to their operations and activities.
3. To promote, educate and advocate for practices, policies and procedures that protect California’s residents and taxpayers from fraud, favoritism and corruption in the expenditure of public or taxpayer funds; to clarify, promote and enforce full compliance with competitive bidding statutes and practices as a means of protecting the public and taxpayers from waste of their public funds; and
4. To provide all qualified bidders with a fair opportunity to participate in the bidding process for all public or taxpayer funded contracts, thereby stimulating competition in a manner conducive to sound fiscal practices
